NOTICE: AS OF APRIL 2022, PROGRAMS HAVE CONCLUDED. WE ARE NO LONGER ACCEPTING APPLICATIONS AT THIS TIME.
PURPOSE
The Guam Visitors Bureau (GVB) would like to increase access to our beautiful island paradise by growing air seat capacity from Guam’s tourism source markets. To accomplish this, GVB would like to provide support to existing and new air carriers as an incentive to establish or strengthen air service to Guam. GVB is pleased to offer the following programs for this purpose: (1) Regular Air Service Recovery Program and (2) Charter Flight Program.
OBJECTIVES
- Ignite recovery efforts to reestablish and/or sustain air service to Guam.
- Target seasonal air service based on demand and campaigns through charter flights.
- Sustain current air service by providing subsidies to airline partners.
- Share the risk of business during economic recovery in the travel and tourism industry.
- Promote Guam’s unique selling points to strengthen brand equity in target markets.

GVB is targeting route development from the following countries.
Programs are applicable to other destinations not listed above, so long as the air carrier possesses all the governmental authorizations to operate. GVB remains committed to opening new markets and growing air service in underserved markets.

APPLICATION DEADLINE
July 31, 2022

OPERATION PERIOD
November 1, 2021 - September 30, 2022
Funding for these programs are approved for Fiscal Year 2022, which is from October 1, 2021 to September 30, 2022, dependent on availability.

REQUIREMENTS
- Flights must be direct to Guam.
- Aircraft size must be 100 seats or larger, regardless of type.
- Must commence flight operations within the specific operation period.
- Must comply with the application deadline.
- Flights are reviewed on an inbound to Guam basis.
- Ferry flights are excluded.
- Applicants can only qualify for one GVB air service incentive program and support will only be provided through one program for qualified air service.
- GVB reserves the right to cooperatively use unsold seats for media and travel trade familiarization tours. Coordination will be done in advance and during non-holiday periods only.
- Subsidy shall not be used to obtain or renew ETOPS certification.
- The maximum support or subsidy will remain unchanged once agreed upon by both parties.
- Subsidy or support will be paid in U.S. dollars directly to the approved applicant.
- Applicants are encouraged to become a signatory airline.
FUNDING
Programs are subject to the availability of funds. Once the budget limit has been reached, the support programs will be terminated and may not be offered again. Applicants will be notified of any changes 30 days in advance or as soon as possible.
TERMINATION OR AMENDMENT OF AGREEMENT
Program approval and agreement may terminate between both parties (the applicant and GVB) should travel advisory levels be raised to a level that will negatively impact travel between both countries. If the agreement shall be canceled or amended, a notice will be sent ten (10) days in advance or as soon as possible.
CONFIDENTIALITY
The information collected as part of this program is strictly confidential and will be kept solely between the applicant and GVB. The Bureau understands the Information may contain proprietary, business-confidential and/or privileged material and it will not be shared externally.

ABOUT
This program is aimed at supporting start-up and existing airlines providing service to Guam by offering subsidies, where applicable, to share the risk of business. Subsidies are provided to ensure the carrier is not negatively impacted for the service.
ELIGIBILITY REQUIREMENTS
- Open to existing and new airlines servicing Guam.
- Open to extra flight operation on existing scheduled service.
- A maximum applicable operation period of three (3) months beginning from the date of resumption of service or the specified date of new operations.
- Must provide service for at least four (4) consecutive weeks.
- Must be able to provide operation cost per roundtrip flight.
- Must be able to provide established breakeven load factor.
- Applicants must submit a monthly Passenger Results Form reporting the status of flights and arrivals to verify operations.
Note: Eligibility for this program remains flexible based on current market conditions.
SUBSIDY
- The airline shall be provided with a fixed USD amount per seat per inbound Guam flight.
- Subsidy is based on sellable seat capacity for successfully completed regularly scheduled flights.
- Any support amount will be forfeited or not paid if the airline fails to meet applicable conditions.

ABOUT
GVB’s charter flight marketing program would like to provide incentives to a travel trade partner willing to charter flights directly to Guam. These incentives will be in the form of monetary support per seat sold. Support will be provided to the partner that enters into contract for charters flights based on its sellable seat allocation.
ELIGIBILITY REQUIREMENTS
- Applicable to unscheduled regular air service conducted on a charter flight basis.
- Open to all Guam travel trade partners, which can be an airline, travel agent, or private company that enters into a charter flight contract.
- Applicant must provide the contract for each charter flight clearly noting the dates of the charter/s, seats allocation, charter cost and signatures from each party. If the document is not in English, a translation must be provided.
- Applicant must provide a Passenger Results Form for each charter flight indicating the number of arriving passengers. This document is required to process support payment.
SUPPORT
- The charter contract signatory shall receive a fixed USD amount per pax for seats sold.
- Incentive is not based on seat capacity.
- Transit passengers are excluded from the count of seats sold.
- Support will be paid in U.S. dollars directly to the contract signatory.
- Support amount can be divided between joint charter organizers based on the number of seats sold, if applicable.

GVB’s air service incentive programs require validated reporting to substantiate execution of agreed deliverables such as arrived passengers via charter flights or regular air service operations. Support subsidies will be paid based on these validated reports directly to the approved applicant/s.
General Reporting Requirements- A report of arriving passengers is due for each flight applied for under GVB’s air service development incentive programs.
- Information requested is for inbound flights to Guam only, indicating actual arriving passengers.
- Guam must be each passenger’s final destination. Transit passengers are not included.
- Non-revenue generating passengers are not included in the passenger count:
- Airline crew
- Company employees, media or travel agents
- If passengers are offered complimentary seats, please exclude them from the count.
- Form/s must be certified and signed by the applicant’s authorized representative.
- Please complete all columns of the form: airline, date, sector, flight status, capacity, passenger count, and load factor.
Regular Air Service Recovery Incentive Program- Passenger Results Form is due at the 10th of every month reporting arrivals for the previous month.
- This form is used to verify flight operations have been successfully completed.
Charter Flight Program- Passenger Results Forms are due seven (7) days after the conclusion of the flight/s.
- In the case of joint charterers, a form must be submitted for each company.
- A passenger name list may be requested to validate the final passenger results forms if there is a difference of ten (10) or more in the numbers. Information shared shall be confidential and certified by each charter organizer.

Applications must be submitted two (2) months prior to the commencement of flight/s. GVB can work with the applicant if this timeline cannot be met due to the ever-changing aviation approval processes.

- GVB Vendor Registration Form
- Applicable IRS Form (Form 8233 or W-8BEN-E)
- GVB ACH/WIRE Transfer Information Sheet & Application Form
GVB will review all submissions and reply to each applicant within fourteen (14) days of receipt, excluding weekends and holidays.
If approved, GVB will issue an approval number and enter into agreement with the applicant.
If approved, applicants must comply with the program’s reporting requirements as described. Payment will be processed based on the certified report/s from each applicant.
